Construction
The aim of land use planning, development, and construction is to create a functional, attractive, and pleasant urban environment.
Construction and land use in Finland are governed by the Land Use Act, the Land Use Decree, and the Building Act. The legislation aims to ensure that land use and construction create the conditions for a good living environment while promoting ecologically, economically, socially, and culturally sustainable development.
The Ministry of the Environment maintains the National Building Code of Finland, which contains the regulations, provisions, and official guidance governing construction under Finnish legislation.
The municipality’s most important tool for guiding construction is the Building Ordinance (available as an attachment). It sets out local regulations to ensure planned and appropriate construction, the protection of cultural and natural values, and the creation and preservation of a high-quality living environment.
