The governance of the City of Kuhmo is based on the city strategy, the financial plan, the budget, and other decisions made by the City Council. The Council is responsible for the city’s operations and finances, exercises the city’s decision-making power, and delegates authority through the provisions of the administrative regulations.

The City Board is responsible for preparing the Council’s decisions, implementing them, and overseeing their legality.

The City Board leads the city’s operations, administration, and finances. It is responsible for coordinating the city’s activities and ownership steering, as well as for the city’s personnel policy. In addition, it ensures the organization of internal control and risk management.
