Procurement

Municipalities must comply with the Act on Public Procurement and Concession Contracts (1397/2016) in their procurement activities. Contracting authorities must treat participants in procurement procedures and other suppliers equally and without discrimination, and act transparently while taking the principle of proportionality into account.

The application of the Public Procurement Act is determined by procurement threshold values. Based on these thresholds, procurements are divided into procurements below the national threshold, national procurements and EU procurements.

Procurements below the national threshold (small-scale procurements) are not covered by the Public Procurement Act and do not require a statutory procurement notice. Procedures for these procurements are based on the general principles of the EU treaties and the contracting authority’s own procurement guidelines. The City of Kuhmo is currently updating its procurement guidelines.

The City of Kuhmo publishes procurements below the national threshold in the Kainuu small-scale procurement service.

Procurements exceeding the national threshold are published in the HILMA public procurement notice service.

Procurements below the national threshold are published in the Cloudia small-scale procurement system.
