Kuhmo Self-Service Library Rules
A library card can be obtained by presenting proof of identity when registering. Minors require the consent of a parent or guardian. A library card issued by Kuhmo Main Library can also be used at other libraries in the Kainet library network.
The statutory duties of public libraries include providing access to materials, information services and cultural content, maintaining a diverse and up-to-date collection, promoting reading, and providing spaces for learning and civic activities.
A public library is a public place as defined by Finnish law. The use of public spaces must not disturb the library’s activities, customers or other users, and activities must comply with Finnish law and generally accepted standards of conduct. Discriminatory behaviour or behaviour contrary to the principles of equality is prohibited in the library.
Events considered public events may only be organised with the library’s permission. Each event must have a designated person responsible for its organisation.
If a library user repeatedly and significantly disrupts library activities, behaves in a disruptive or threatening manner, endangers safety or damages library property, they may be banned from using the specific library for a maximum of 30 days. Library staff have the right to ask a person behaving disruptively to leave the premises, and the person must comply immediately.
A decision to impose a library ban is an administrative decision and may be subject to a request for rectification in accordance with the Finnish Local Government Act. In each Kainuu municipality, decisions on library bans are made by the authority designated for this purpose. A person subject to a ban may not enter the library to which the ban applies.
The library is completely substance-free. The use of illegal drugs, tobacco products and alcohol is prohibited on library premises. Visitors may not enter the library while under the influence of these substances. The consumption of energy drinks is also prohibited on library premises.
Kuhmo Main Library is part of the Kainet library network in the Kainuu region, which also includes libraries in Kajaani, Sotkamo, Paltamo, Puolanka, Ristijärvi, Hyrynsalmi and Suomussalmi. This means that customers can reserve books from other Kainet libraries through Kuhmo Main Library and, for example, use a Kajaani or Sotkamo library card to borrow materials in Kuhmo.
