Summer Jobs and Summer Job Vouchers for Young People
The City of Kuhmo supports young people in finding summer employment. Each summer, the City employs approximately 60 young people in various positions within the City organisation. Applications for these summer jobs are open through the Kuntarekry service in January and February.
The City of Kuhmo also offers young people aged 15–18 an opportunity to gain their first work experience through a summer job voucher. The voucher is a subsidy paid to an employer who hires a young person for summer work. Its purpose is to support young people’s employment, learning and connections with local working life.
Summer job vouchers have been distributed to young people at educational institutions by guidance counsellors. Young people from Kuhmo who study elsewhere have also been able to apply for a voucher. To be eligible for the subsidy, the young person’s municipality of residence must be Kuhmo.
The summer job voucher is worth €250. It is available for young people born in 2008–2011 whose registered municipality of residence is Kuhmo.

Who receives the summer job voucher subsidy, the young employee or the employer?
The subsidy is paid to the employer when the conditions of the summer job voucher are met.
Does the summer job voucher affect the employee’s pay?
No. The employer must comply with the applicable collective agreement for their sector.
Conditions of the Summer Job Voucher
The employer must be a company, community or organisation. The employer does not need to be based in Kuhmo.
The employment must last for at least two weeks, with a minimum working time of 30 hours per week.
The young person must be paid according to the collective agreement applicable to the employer’s sector or at least according to the Tutustu työelämään ja tienaa (“Learn about Working Life and Earn”) summer employment programme. The salary must include holiday compensation accrued during the employment period.
The salary must be paid through a bank account, and a written employment contract must be made with the young person.
A young person can receive one summer job voucher per summer. The same young person cannot be employed both through the summer job voucher scheme and through the City of Kuhmo’s summer jobs for young people.
An employer may employ a maximum of five young people per summer using summer job vouchers.
The summer job voucher constitutes de minimis state aid. Subsidies paid to companies and associations are reported to the European Commission.
Invoices must be submitted no later than 31 October 2026.
Summer Job Voucher for 4H Entrepreneurship
The summer job voucher can also be used for summer entrepreneurship. The applicant must complete entrepreneurship training organised by the 4H association and establish the business through Kuhmo 4H Association.
The summer entrepreneurship voucher is worth €300.

Summer Entrepreneurship Support for a NYT Company
The summer job voucher can also be used for NYT entrepreneurship. The applicant must complete the assignments related to entrepreneurship studies at Kainuu Vocational College and establish a NYT company through the college.
The voucher is worth €300.
